Joycelyn Tully
Joycelyn Tully ran into the arms of her Lord on Tuesday, January 17, 2023. Joycelyn was born the third daughter of James Ozro Hughes and Evelyn Grubbs Hughes on October 14, 1943, in Liberty, Texas. She graduated from Stephen F. Austin State University in Nacogdoches, Texas in 1965. After graduation, she started and ran her own insurance company. Joycelyn’s heart, however, was in education. She became the supervisor over all libraries in the Texas Criminal Justice System. In 1993, Joycelyn married Roy Tully and moved her life to Southeast Texas. She ended her career in education as a counselor at the Mark Stiles Unit helping offenders reintegrate into society after serving their sentences.
After retirement, she and Roy traveled extensively and enjoyed their family, especially their children and grandchildren. She adored being a Mimi.
Joycelyn was a strong Christian and a faithful member of the First Baptist Church in Winnie.
Those left to treasure her memory are her husband, Roy Tully; sister, Jeanenne Ray of Tyler, Texas; son, Dr. John Roger Tully and wife, Tracy of Fair Oaks Ranch, Texas; daughter, Cheryl Williams and husband, Tan of Winnie, Texas; daughter, Bebe Webb of Huntsville, Texas; daughter, Karen Anthony and husband, Duane of Orangefield, Texas; and son, Brady Brooks and wife, Sheila of Montgomery, Texas. She also leaves her grandchildren, Garrett Tully and wife, Chelsea; Jared Matlock and wife, Krista; Danielle Quick and husband, Nathan; Luke Mauldin and wife, Laurie; Molly Anthony; Kamilla Tully; Edith Anthony; Charlotte Williams; Tyler Mistric; LoriAnna Brooks; Cameron Mistric; Christina Brooks; and Rebekah Brooks, as well as seven great-grandchildren and many nieces and nephews.
She is preceded in death by her parents and two sisters, Julienne Hughes and Jonienne Hughes.
A gathering of Mrs. Tully’s family and friends will be 4:00 p.m. until 7:00 p.m., Monday, January 23, 2023, at Broussard’s, 134 West Buccaneer Drive, Winnie. Her funeral service will begin at 10:00 a.m., Tuesday, January 24, 2023, at Broussard’s. Cremation arrangements will be handled through Broussard’s Crematorium, Beaumont.

For some reason Joycelyn crossed my mind today and I wondered what her life had been since we were in First Grade together at Strong School in Huxley Tx. She was my friend. We completely lost touch after that year but I never forgot my little friend. As her Mother (Mrs. Evelyn)was a teacher I believe. I know her Dad was so they drove to Huxley from Center to School. One day I told Joycelyn that my Mother said I could go home with them and spend the night(which was not true)So they loaded me up with them and we went to Center. I have just a very vague memory of riding a tricycle in the house on a shiny hardwood floor. I believe my Daddy picked me up that night. If you have the Strong Yearbook for 49-50 I think that’s the year you’ll see my picture in the same class as the little first grade picture of Joycelyn at the beginning of the Video. I’m saddened to see that That Whole Family has passed on. I’m sure they’re happy now in Heaven!❤️

Dear Joycelyn, Pat and I are sorry that you have passed from your life on earth. We are deeply saddened. You were a close friend for over 60 years so it is hard to see you go. Pat and I will miss you. As you know, we first met while students at Stephen F. Austin State College in 1962. You were a beautiful and vivacious young woman with a “never met a stranger” personality and a delightful smile. You remained so throughout your life and it was always a pleasure to be around you and see your smiling face. I am so thankful that you eventually went to work for the Windham School District. You were a very enthusiastic, competent, and loyal employee and a key player among the wonderful staff that Windham was so blessed to have. Thank you so much for your service to Windham and the many students who benefited from your work. I want to also compliment you on how you raised your children- Brady and Bebe. They turned out to be hardworking, caring, model citizens and I know that you loved them and were very proud of them. We love them too. We also want you to know that we were so pleased and happy when you married Roy. He was just what you needed to give you love, happiness and security.
You both had what you needed to enjoy life. I know that Roy and the rest of your family is heartbroken over your passing and will miss you very much. Now that you are in heaven with the Lord, I also know that you will have peace and love forever and you deserve it.

I’m so sorry for the loss of Joycelyn. She was such a sweet and caring person. She and Mr. Tully were always looking out for me. She would call me to make sure I was okay if my car was home more than a couple days, most of the time I was just on vacation. Wonderful people.
